Maybe use something like xACT (freeware) to convert the FLACs to AIF; then use another program like Toast to burn to CD. Toast will automatically dither to CD spec when it burns, and can burn gapless if you tell it to when you add the tracks to build the CD.

Will toast 8 dither flacs from 24 to 16, automatically?

I’m not sure if Toast 8 will, it might depend on the sample rate. If it’s 24 bit/48khz it might. I know newer versions of Toast will do the high bitrate/sample rate stuff, but older versions may not.
