There was a continued discussion on this FB post. Turns out it was sent out by someone who scammed a bunch of people out of money on a Kiss book. I have no knowledge of anything about this, but that is what the updated posts say.

DO NOT, under any circumstances, send the source one single solitary cent whether it’s this guy or not! Ros Radley did scam a bunch of people out of money on a Kiss book that’s never been printed or published. They never got a book or their money back. He’s a piriah in the Kiss community. Spread the word.
